September 11, 1950 — September 9, 2021

Kathy Mangum Parker was born on September 11, 1950 in Memphis, Tennessee, the daughter of the late Robert Barlow and Kate Helen Pitts Mangum.

On December 20, 1969, she was united in marriage to Michael Allen Parker, who survives.

She worked for 38 years for The Tennessee Department of Human Services serving as a social service counselor, field supervisor, and county director. She served as Field Management Director I for District Five until her retirement in 2012.
