He was born in Huron in Henderson County, the son of the late Charles Farris and Mary Sue Wadley Bell. He attended schools in Henderson County and entered the U.S. Navy in the later part of World War II as a gunners mate. He was married to Geneva Tucker in 1947 and they made their home in Henderson for fifty-nine married years.
They opened Bell’s Drive In, July 1954 and had owned and operated the Drive In on South Church Street for over fifty years with their children and grandchildren.
He had served as a commissioner for the Chester County Court for twenty years, from 1978 until 1998. He was a member of the Chester County Democratic Executive Committee. He was a member of the First United Methodist Church.
Mr. Bell was a very happy and jolly man to be around.
He is survived by his wife Geneva Tucker Bell, one daughter Karen Thomas and husband Danny; three sons Danny Joe Bell and wife Glenda, Stan Bell and Phil Bell all of Henderson; seven grandchildren and six great grandchildren; and a sister Judy Bell Cothren of Henderson.
