He was born and reared in Palestine Community in Chester County, the son of the late William Vernon and Margaret Lenora Rowland Capps. He attended schools in Chester County and entered the U.S. Navy in 1956 and was discharged in 1959. he had don mechanic work most of his adult life.
He is survived by two sisters Carolyn Wray (Glen) of Pinson and Cindy Leach (Thomas) of Pinson and a brother Danny Capps (Carol) of Pinson.
He was preceded in death by a brother Michael Capps in 1962.
