He was born and reared in Chester County, the son of the late William Odell and Margaret Rouse Henley. He attended schools in Chester County and entered the army in 1958. He served 17 years in the army, serving in Europe and Vietnam, discharged in 1975. He worked for Walley Construction for a few years and later worked as a brick layer.
He is sruvived by a daughter Pamela Croom of Montezuma; a son Billy D. Wiley, Jr.; 7 sisters Rosie Wilkerson of Houston, TX, Madell Stansell, Clara Mae Howell, Minnie Tidwell, Jeanette Jones, Mary Creasey and Patricia Johnson all of Henderson; 4 brothers; Bobby Henley, Jackie Henley and Mike Henley all of Henderson and four grandchildren Kim Holder, Jeremy Davis, Tony Wylie and Ben Wylie and 18 great grandchildren.
